What more can I do about my legs?

I (F27) have been struggling on and off with my weight my whole life. I'm about 5'9 and my heaviest was 210lbs. I put in a lot of work a few years back and got in really good shape. Lost 70lbs, was into running and pilates, and generally felt great. The one thing I have not been able to change was my legs. Despite all the work, they have retained layers of fat and look thick and lumpy in a bad way.

It was discouraging and I ended up relapsing into old habits and gained about 40lbs back for a while and have only been able to lose 10. All of the weight that I gained went to my legs. I am now roughly 4 sizes bigger in my thighs than i am in my waist. My legs have always been a source of self loathing for me. I feel like i have tried everything short of surgery to fix them. I have tried accepting that this is just how I am, and that seemed to be working for a while. However yesterday my SO (who KNOWS how much I hate my legs) out of nowhere started pinching them and calling me "Thunder thighs". It hurts. I am desperate. How can I fix my legs so I can actually feel confident about them and stop hating myself?
