Been stuck at 187lbs for 2 months. Getting incredibly discouraged 😞

I (25f, 5'8") have been stuck between 186-188lbs for 2 months now and I don't know how to get past it. I see everyone else's progress and I can't help but get discouraged because I can't get anywhere near my goal (145lbs).

I'm wracking my brain trying to figure out what I'm doing wrong. I'm religiously tracking my calorie intake. Measuring/weighing every thing I eat, even the little things (oils, butter, etc). I stick to around 1300-1500 calories. I don't mindlessly snack. Most of the day I'm not even hungry. I workout for an hour a day 4 days a week.

I honestly have no idea what to do. I want to cry and scream, I'm so frustrated. I can't go to a doctor to see if there's anything medically wrong because I don't have health insurance. But considering it's almost never a medical issue in these situations, I doubt there's anything wrong.
