Losing the last 15 pounds. Is it really as difficult as they say it is?

I’ve managed to get down from 154lbs to 137 lbs last year in summer. Then in winter i took a break. Ate a lot of things i should not have eaten and did almost no exercise. Surprisingly I didn’t put on more than a couple pounds, maybe because i had already gotten into the habit of eating in limits and other habits got fine tuned. Then this summer i worked hard again and lost only 5 more pounds. It was harder than it was last year. My goal weight is 120 lbs. Atleast i think it should be that much. It’s been more than 10 years since i’ve been at that weight. But i want to finally do it this year.

Has anyone managed to lose the last 15 pounds by just counting calories and staying inside the limit? Or does it take a lot of other efforts like eating less and less carbs and way more protein?

I still do basic cardio and lift weights 3 times a week.
