How to break yo-yo weight gain and loss?

It seems nearly impossible for me to lose weight and it’s getting frustrating as I’m following Noom by the book. I yo-yo between the same five pounds. I’m weighing and measuring my food because I don’t want to cheat myself. I’ve been doing Noom since august and I’ve lost a whopping two pounds. This is the most I’ve ever weighed in my life and it makes me uncomfortable. I will add that I work out at least four times a week, including cardio intense boxing. I know that muscle weighs more than fat but this is getting overwhelmingly frustrating that the scale won’t budge. I’ll be down to 188 and feel happy then BOOM I’m at 192 the next morning. I know I shouldn’t equate my weight to how I feel, but it’s tough! I eat lean meats, tons of fruits and veggies and whole wheat products. Please help for some recommendations on how I can switch this up or what to try next
