Heart rate zones?

Can someone help me with explaining heart rate zones? I've linked my zones here.

I tend to hit zone 3-4 (average 4) each time I row for 30 mins. When I'm out walking for an hour+ I'm generally in zone 2-3 (lots of hills where I live).

Is this a good balance? Do I need to aim for more zone 1 low intensity?

I'm aiming for better overall weightloss and improved cardiovascular health and stamina. I'm also aiming to increase my strength and power, simultaneously increasing my BMR. Rowing is apparently very good for building muscular strength and works 80% of the muscles in your body.
