Can long term deficit = plateau?

Hello! I’m almost 34 years old, female, and 5’11”. I’ve lost about 80 pounds in about 20 months. Now I’ve been stuck for 3 months.

I had finally seen the scales move and all last week weighed between 194 and 196 pounds. Today I was 200.2 despite definitely being on a deficit all week. 5 pounds in a week… I’m devastated and frustrated and worried.

It’s been so long that I’ve been on a deficit, is my metabolism just done now? What can I do to reach my target of a healthy weight?

I eat 1500-1700 calories a day on average (heavy on lean protein and veggies and whole grains and fruits). I run a 5k 3 days a week and a 10k once a week. It’s gotten me 80 pounds down, but it isn’t working any more. Help!
